Need Information

I have a friend from the Philippines that is planning on visiting me in the States. She has a Passport and a Tourist Visa. She has told me the she need what she calls "Show Money" to be able to make the trip. Can you explain or give me contact number or site to find out this information. It is supposedly money to show she can afford to make it in the States for sometime. Again, any information on this would be greatly appreciated.
