Vistor Visa for my mother

I am on L1 visa and i am in US from last 9 months. I have applied for visitor visa for my mother in October 2009, but VO rejected. I have again applied for January but again got refusal. My mother is Housewife. Now i want to know what things has to be changed for next time. As in application there is no details asked about the other children in India and property on her name in India , so how can we show this to officer , as office only saw the application and asked only two questions.

Did you write a letter stating the reasons for her coming back?
Which consulate it was and which language she took the interview in?

Visitor Visa for my Mother

She applied in Consulate in New Delhi and she has given interview in Hindi Language.

I have not attached any letter and she is coming here first time.
