ECNR check required for Visitor VISA?

Hi All,
My parents and in laws are planning to visit us here. I have gone through the required docs posted on this forum and Thank you very much for that piece of info.

However, I have a question - our parents do not have ECNR check on their passports - is it mandatory to have one for obtaining the Visitor VISA or is it ok without it?

Please consider this a little urgent.
