Fill DS-160 or Schedule a Visa Appointment

HI ,

I am planning to bring my inlaws on tourist visa....
I have prepared all the documentation from the sponsors side.

1.After that do i need to fill the DS-160 first or schedule a visa appointment.
2.Is DS-160 mandatory to fill before visa appointment.
