can i get a tourist visa from canada to usa as i am student here

hello sir /madam,

I am on a student visa in Canada and i want apply for tourist visa of USA . with this i have one question as when i was back in India i applied student visa of USA and has been rejected twice . now i want to apply tourist visa for USA .. Is it still possible for me to get a tourist visa of USA as i am international student here.
