Help with Visa

My spouse ( gay) cannot seem to get his visa to come to the United States to live. We have been together for 8 year and I travel over to Mexico each month. He owns a house, a car, and a business there and just wants to come visit. Each time they deny him. Is there a way we can find out what our options are for him?
