Digital photo on DS 160

Hi,
Currently I am filling the application for my in-laws online. The photos they have taken in India and sent me are not exactly fitting in the online application where it says the head measurements in photo is not as per the requirements. By the time they get another picture and send me that, it might take some time.
So can you please tell me if I can go ahead and still submit the application without photo and ask them to carry the photos when they go in for interview? Would the application be accepted in first place with out the photo? Even if it does, is this fine or would this create a problem?

without the photo you cannot submit DS-160...the application will not continue.

Hi

U cant continue without uploading those pic.Tell them to take pic ,scan and upload.

Or just try taking pic (several one)at home with white background just like we do (regular pic) at home.tell them to upload.

We alsoexperienced the same problem while filling DS 160 for my parents. It was saying the head measurements are not appropriate. Then we changed the pixel counts and then uploaded. After 3-4 attempts it was successful. They had taken the photo and scanned it sent to us. We save the photos to our system, then made some modifications, i.e. the pixel counts.
