help on I-134 fill up

Hi,

I am on J-1 visa; my spouse is on J-2 and has obtained EAD and works full time. In the dependents section, is the spouse to be declared as depedent or not.

Also, my parents will support their own tickets to USA and back to India. Can I skip sponsoring their tickets in the declaration of support at the end?

1. Do we send the I-134 and letter addressed to the US consultate to the visitors or to the Consulate in Hyd?

2. Is is essential for the visitors to have their tickets to US booked before appearing for the interview? Is it essential to get the visa approval?
