      1. It is subjective. There are as many people who got visa as they got rejected with or without congressman letter.

2, 3. No. Tourist visa is only for tourism.

      4. If he is having white money (paying tax), you can show income tax returns etc. If it is all black money, bad luck for this visa purpose.

      5. You can show that.

      6. No. This will not work.

Putting a load of money in the bank is not a good idea and is not recommended, typically they could ask to see 1-3 years worth of tax returns for your parents, they could ask for bank statements for the past 6 months, etc. They may ask the real source of the money. If you lie and thye catch it, you are looking at a permanent bar.

I tell you this because my inlaws are retired, have no property in India other than rental, my wife and I are US citizens (so they do have immigration intent in the eyes of the interviewer), my wife is expecting a baby, and my inlaws received 10 years visitors visa. We sent a nicely collated file from the US, prepared all their docs, and asked them to be honest during the interview process.
        a) Our tax returns (federal) from 2002-2004
        b) US house property papers
        c) Letter of Invitation
        d) Employment letter in US
        e) Pictures of my wife and I and our older child
        f) Copies of our passports, etc.

My inlaws told us that the immigration officer did not even look at any documents they took to the US Consulate in Delhi; typically it could have been luck or maybe they were prepared for the verbal interview. Lasted 5 minutes. Anyway, good luck to you and your family.

        Thanks.
