Visitor visa for Stateless

I am a posting on behalf of a stateless person who doesn't have any nationality and is unable to get a valid travel or identity document from country of residence. How can he apply for a visitor visa to USA or which country can give him quick online visa to get out of country where they are subject to persecution.
PS. Country of residence is Bangladesh.

He can apply for Asylum in USA.

Multiple countries can give him Visa, but to receive that he needs a passport at-the-least.
