multi entry visa for my dad after surrendering green card

my dad will be surrndering his green card , also will be apying for hsi multi entry visa for USA.in DS-160 form there is aquestion "Are you a Permanent Resident of a country or region other than your country/region of origin".

should he choose yes or no .As he is a permanent resident but he will surrender it that day .

The information filled in the DS160 need to be accurate as of the date of interview. So, you should say NO.
