Brother's visa denied, when to try again?

My brother and family's visa got rejected yesterday. Everything went well until VO asked who will give all expenses. My brother told my brother (me) that's where VO seemed like thinking something and then said "Sorry we can not give you visa".

Can you please answer few questions I have.
1. Shall we try again in another 2/3 weeks or we should wait for around year before trying again.
2. Next time shall I sponsor again or let him try without my sponsorship.
3. Can we use same receipt or we need to buy another?

2. If he can take care of the trip himself, you should not sponsor.
3. New receipt. Everything all over again.

That means we should wait for a year. If we go after 2 weeks and say now I can self-sponsor that won't look realistic.
What do you suggest?
