If you are applying to a consulate (for example Toronto) that does not require you to submit a digital photo as part of the online DS 160, and you find that you cannot sign and submit your application at the end because the button to sign and submit is not active, then upload a photo - any photo - on the 'upload photo' page. It doesn't need to be a special passport photo, because the website will reject it. However, once it rejects your photo, it gives a "continue without photo" option and you will then be able to sign and submit your application. You will just have to bring the passport photo with you to the consulate. I called the consulate and this was their advice, and it ended a 2-day long frusteration of getting booted, not being able to sign, and having to review the application over and over. I cannot imagine why they couldn't have a simple error message on the website to explain that this was the problem. Horrible program.
