Can I submit DS-160 from USA on parents behalf?

My parents are not computuer savy and they dont internet access. Can I click on Sign and Submit at the end of the DS-160 because I am entering my information as preparer of application EVEN if I am in the US and parents are in India?
If that is not allowed, is there a professional service that charges a fee and goes thru the DS-160 using the saved file and submits the file in India on parents behalf?

You can fill the form on their behalf and sign also.
