Exiting US for New I94

Hello,
My parents are here in United States on B2 visa and I 94 will expire on 15th April.
I was wondering can I apply for UK tourist visa (my sister lives in UK) for them from here in US and also if they get it how long should they stay in UK before they come here to obtain a new I94? Will they be issued a new I94 if they come back in one month?
