Can People reside in Andhra Pradesh Book Appointments in Chennai(for Visitor Visa)

My parents live in Chittoor Which is close to Chennai, Can my parents take Visa appointment in Chenni for Telugu language?
Or they should go to Hyderabad as they reside in Andhra Pradesh

Pelase suggest

The reason i am asking this question is also that there are no appointments available in Hyd for tourist Visa.

Please help.

Everyone from Andhra Pradesh must schedule an appointment at US consulate in Hyderabad, not in Chennai.
