Question on Visa Appointment

hi ,

We are looking for an appointment for my mom & dad.
1. The site keeps saying there is no approitments available. Is it a common occurrence ? And in how many days does it re-open generally ?

2. If taking appointment is so difficulty and ther are only limited number of slots , how can I ensure that my mom and dad get the same slot ?
They have filled 2 different DS 160 forsm and have two different fee slips one for each of them .
