Minimum Visa left before entering US

My in laws B2 is expiring in oct 2019, can they enter in july 2019 and leave before visa expires. Is there any limitations on that front. Passports are valid for few more years, and they will most likely come via dubai by emirates. Will POE make any issue ? they have visited 3 times before never over stayed.

Legally, they are eligible to enter till the last day of their visa expiry & can still stay for allowed 6 months (or their I94).

Just, ensure that their passport is valid for next 6 months on the date of entry into USA.
