Moms visa got rejected 2nd time at Mumbai Consulate - Please Help !!

My mom appeared for the visa interview 2nd time on nov 18th and got rejected again. The officer just asked her why she wants to go to US, and she replied to visit my daughter and see places with her. Officer asked do you have any other reason to go, she said NO. And he said the visa is rejected. He didnt even look at the papers or ask anything else.

I am thinking of asking both my mother and my father to apply together, will that harm us in any case? I am on H1 and sent her my papers, my husband is also on H1, we are thinking of sending his sponsorship papers now for my parents... any advise...

I am so confused, please help !!

If both parents apply together next time, it would be better.

If only mother is coming, they may think she is coming here for baby sitting.
