Visa Annotation

My 14 years old cousin was supposed to travel to the USA with my sister. She has a valid visa for six months. On her visa, she had the following annotation: Traveling with Cousin Jane Doe, Seattle, WA.

The problem is, my sister is not able to travel anymore, and we are deeply concern about my little cousin. Will she be able to travel with a different adult than the one on her visa annotation? Or can we ask the embassy to change this annotation? We were thinking to send my mom, who also has a visa with her, tickets are already bought, so they will travel to the same destination and for the same stay.

Please advice, what can we do?

Will you be able to justify CBP officer for the reason your sister cannot travel & then a reason that your cousin still need to enter USA without your sister? If yes, then you are good to go.

My sister has surgery scheduled the day before they were supposed to travel and my cousin will have to travel because we already bought the plane tickets plus she got her visa only for six months....

What kind of documents will they have to present?

May be some proof of planned surgery should be good enough - though, mostly they won't ask for documents.

Why your 14 years old cousin still need to travel - just because she got visa only for 6 months is not a good answer.
