Visitor Visa for handicapped

Hi,

What are the chances of getting visitor visa for handicapped( can not walk because of arthiritis otherwise fine) elder person( over 60)? The sponsor of this person holds L1A and his green card is not in process.

Does US counsulate at mumbai provide any special appointment or facility for such people?
