For visa renewal of visitor visa (B1/B2), if the applicant is qualified for interview waiver, then it is mentioned that we can deliver the listed documents to one of the 11 service centers (CGI Office). My question is does the applicant has to go in person to drop the documents at CGI office? Or can a third person drop them off?
Also can I just set schedule a fingerprint appointment and still avoid consular interview for a visa renewal? I would like to do this for my father. On his previous trip, there was some problem recognizing his fingerprints at port of entry and they had to try multiple times before it matched. So just to be on safe side, thinking of getting fingerprints updated in their database so that it will not be a hassle in future trips.
