B2 visa after L1 is expired

Hi,
My first query is earlier they used to issue B1/B2 visa together. Do they now issue both seperately for particular purpose?

Now my main query is, we were in USA for last 5 years on L1/L2 visa. We came back as our term of 5 year for L1 visa is expired. We came back in jan. 2010. Now my husband needs to go there for 2 weeks for social visit. Can we both apply for B2 visa? I had impression that after your L1 you have to be out of USA for atleast 1 year? is it for reapplying of L1 visa only or for applying for any category visa?

Your advices are highly appreciated.
