parents visitor visa question..

I have a question about my parents visitor visa. My parents are from South India (Hyderabad) and because of lack of appointment dates at Chennai Consulate, they applied at New Delhi Consulate. Their visa got rejected at New Delhi Consulate for not having proper documentation(214(b)) and being the only kid and green card approved recently

Now they want to reapply. Can they reapply for New Delhi consulate as dates for next 1 or 2 months for Chennai consulate are over? or they have to apply only for Chennai consulate? Please advise
I have searched in the forum if there is a similar thread but I could not find similar thread and thats why I have to open new one.

Thanks for the quick reply. I got similar answer today morning from chennai consulate. I guess when they say previously denied, it does not matter
if it got denied in same consulate (in my case New Delhi)

Applicants who have previously been denied a visa, cannot apply in Delhi/Calcutta.
