Parents visitors visa from canada

My parents recently immigrated to Canada. They landed there on March 26, 2004. I wanted them to come visit us during summer. When they went for their visitors visa they were turned down with a reference number 1490575 on their passport. I want them to come here for christmas and for my son's 5th birthday. When they called up for scheduling an appointment, they were told that they can apply only one year after they have landed. I am not sure what this means ? Is there a rule for this ? Can you help me in this?
