Visitor visa for spouse of H1-B holder

My husband had H4 visa until 2008 and then he moved to Dubai. I am still in the US on H1-B visa. He plans to visit me and now we are thinking whether to go for H4 visa for him or visitor visa. My Labor certification is stuck in audit and my H1 gets yearly extension. If we do his H4, it wont last for long and everytime he plans to visit me, we will have to do a fresh H4. Can we get his visitor visa instead. If yes, when its time for me to apply for further stages of GC(where I will have to add dependant details) will his visitor visa be a problem ? Thanks for your guidance.

He can apply for either H4 or B2.

Not a problem with future GC either way.
