Visitor visa when h1b extension is pending

I have an h1b extension response pending and I am already out of USA. I have a proper full time job outside USA. I need to apply for visitor visa for USA to meet my fiancée. Could I apply B1/B2 visa or are the chances of getting it rejected are more

You can apply, but chances are low.

Few basic requirements of visitor visa are that you show strong ties to your home country & you are not visiting for work. But your pending H1 extension is contradicting for both of these requirements.

Also, having your fiancée in USA again depicts that you have long term plan to stay in USA & tourist visa is not for you at this moment.
