221g for 6 months old dropbox

Recently my cousin applied tourist visa for his kid who is 6 months old at delhi consulate.
there was no communication for 2 weeks and the application status was “Application Received”.
contacted consulate via email and got the response that application is under 221g case for administrative processing.

since then been waiting for any further communication but nothing yet.

has anyone experienced something like this and could share their experience. What could be the reason for issuing 221g for an infant. Both father and mother have valid tourist visas.

What are the travel history for both parent? Probably, it impacting kids visa.

parents are both in travel industry. So, they have travelled to many countries(including US but on a different visa).
Currently, passport is returned but without any 221g slip. Not sure what could be the reason. does this mean a rejection?.
