mother-in law rejected thrice

hi,
my mother in law got rejected thrice - twice she appeared from dubai, once from chennai. she had all the papers but the said insufficient funds once and once they said potential immigrant.
can she appear again?? she is alone- could that b the reason for repeated rejections.
can my wife send papers this time- does it make a difference??
