can 64 yr old go for drop box for second time visitor visa?

My fil is 64 yrs old..he got one year visitor visa the first time and it expires this dec..he visited USA once in that visa period and returned to india without any extension..we are planning to apply the second time at the chennai consulate...can we apply for his visa through drop box? he appeared in the interview first time, and also he has never been refused a visa before..
