I am planning to bring my mother-in-law to USA on tourist visa next year(2020). I am currently on H1b visa and have applied for my extension. I have received the I-797C(Notice of action) for my case. Can I still use it to apply B2 visa for my mother-in-law? Any suggestions please?

Yes, you really do not need a valid visa to invite parents (in-laws). But you do need a I797A (approval), if the old one is not expired yet.
What all you need is a valid status (I797A), a full time job (salary slip) & funds (bank statement) to invite them.- I am not an Attorney, hence not giving any legal advice. Just sharing MY opinion with an intent to help others.
