I have valid I94 but expired visa and also my petition process is not yet started, so in that scenario can i sponsor my parents?

Where do we need to send all copies of sponsor documents like I134,letters and other proof?

1) What was the petition status of ur friend when he sponsored his mother?

2)what if my petition is expired, can i still go ahead and send sponsor documents on my valid I94?

3) can we have any official link or document where i cam verify it and move on?
