Can I apply US Visitor (Tourist) VISA from other Foreign country I am visiting?

Hi,

I have an Uncle Visiting his son in Europe. By the way he is Indian Citizen living in India. Now he wants to visit me (I live in Massachusetts) for a week or two.

Can he apply for visitor visa (B2) from European country he is visiting?
OR
He has to go back to India (Home country) to apply for US Visa?
