Dad Rejected Visa - 4 Times

Hi,

My mom has a 10ys Multiple entry visa. At that time, my dad dint apply along with her.

I am on a L1 visa. Sister is GC holder.

My dad was a government employee and applied B2 visa that was sponsored by my brother-in-law(sister's husband). However, this got rejected 4 times.

Currently my dad is retired and his pension book process isnt completed yet
So this time, my sister has applied for GC. On checking the status, we saw that this is almost in the final stages now. However, my sister wants my dad to come to US quickly, so she was suggesting that I sponsor my dad's visa as I am here on L1-A.

I am afraid this may conflict with the GC that is already in progress now and also since my dad's visa got rejected 4 times, I am not sure if it will work now. Please advice.

Unless the circumstances have changed since the last rejection, I don't see how it would be approved the next time.
