Custom Declaration at US port of entry

Hi,
My parents got the visa for 10 years and they will be arriving in US soon.I like to know that how is the custom declaration in USA.How much minimum amount(in Dollars) does he need to declare at the Custom Declaration so that he does not have to pay the duty?

To be more precise in the form for custom Declaration how much should he write in the item no 14?(Refer Form 6059b.pdf for custom declaration available on this site)

You don't generally have to worry about it they are just bring household stuff, clothes etc.

You need to declare if you are carrying more than $10,000/person in cash, travelers checks etc.

You may have to worry about it also if they are bringing good worth lot of money such as diamonds, jewelry etc.
