Visa rejection for my mother: Mumbai Consulate

My mother is aged 49 years and is a widow. She has been rejected for the visitor visa U/S 214 [b].

Our situation: I am working in US on H1 visa and my brother is doing his studies. I have one sister who resides in India.

Interview questions:

1) why do you want to go to USA
Reply: Attend son's graduation, Tourism, visit daughter and son-in-law

2) how long do you want to go
Reply: 6 months

I would like to know how long should we wait before we re-apply?
Is it a bad thing to have multiple rejections?
Should we change the reason why she is visiting USA?

I really would like her to visit us Any suggestions would truly be appreciated.

There is no problem with multiple rejections, people did got visa in 2,3 attemps, so its not a issue,

secondally , if she convenced them about coming back to india, and no plans to stay back , it will help.

VISA officer should feel that , she is going there for visiting only ,as she have lots of responsbilitis back in INDIA
