B-2 Visa or Work Permit?

We have a German friend who is wanting to visit us in the US for a period of 6-12 months on a B-2 Visa. He will be visiting as a tourist. He will not work, get paid, or go to school. Will he need a B-2 Visa or a Work Permit? How long can he stay?

Up to 6 months initially and possibility to get extention for another 6 months.
