reapplying for visitors visa

hello,
my parents were denied visa at mumbai consulate. but now they are permanently moving back to thair native place as they r retired now and that falls under chennai consulate.
can thay reapply at chennai after six mths stay or do they have to go back to mumbai, which is kind a far now.
