Sponsor my mother in law to our wedding

1) I would like to invite my mother in law to the US to attend me and my wife's wedding. My wife is on F1, I am Green Card Holder, My mother is US citizen, I have just applied GC for my wife this month. Who would be the best sponsor to have the highest chance of getting my mother in law a B2 visa to attend our wedding. Is it my wife, me or my mother who is a citizen?

2) Can we all sponsor my mother in law? meaning, each of us provide a separate I-134 and she brings all three I-134 to her interview?
