Visa application fees

Hi,

My father's visa got rejected in October. He is again appearing on Dec 21st. Does he need to pay the $100 visa application fees again to the consulate. I heard thru somebody that the visa application fee paid is valid for couple of months to re-apply. Is this true. Please help.
