B1/B2 visa time Temporary Resident Permit

One of my friend in India has found an agency who is helping people get Business visa B1/B2 visa. And also they are convincing them that, once you enter the United States they would file for a temporary Resident Permit (TRP) for them in a court with the required documents and sponsorship letter for employment. Is there anything called TRP? Can someone respond ?

I wish there is some easy route like this to get a resident permit.

People is USA are praying god almost everyday since last 5-10 years to bless them with a resident permit so easily.

Its definitely not a legal way for Indian citizens, Nepalis can certainly go through DV lottery & get Green Card (permanent resident permit), but not Indians.
