  • B2 Visa for a widow with no children in Home Country

My mother appeared for her B2 visit visa, in Islamabad Pakistan, but her application was refused under 214(b):

    Her Profile:
    • 57 years old.
    • Widow - primarily a housemaker.
    • Mentioned that she is associated with a religious organization (volunteer).
    • 2 children - one in Australia (permanent resident), one in the U.S (F1-OPT).
    • 4 other siblings living in home country.
    • Has an apartment, and a car in her name.
    • Source of income: from fixed deposits, plus what her children send her.
    • Travel history: Was granted Australian visit visa twice (still has a valid visa), traveled to Australia twice.
    • Mentioned that she's going to be paying for her own trip.

    Questions asked at the Consulate:
    • Why do you want to visit U.S.? Who is living there?
I want to visit my daughter.
    • Is your daughter married? (The one she intends to visit)
      No
    • Who lives in Australia?
      My other daughter.

And then the visa was refused.

I am trying to evaluate what can I change in her next application. Can someone please suggest if these things might help her case?
    1. What family/social ties can I mention in her DS-160? The form is pretty straight forward, and even though she has property (house) in her name, there's no place to mention property related information in the form per se. And if they don't ask about it in the interview, she can't show the documents voluntarily.
    2. Should I wait for my own visa status to change? I am on F1-OPT, and could potentially get an H1B next year.
    3. Should I try switching her application from self-supported to being supported by myself?
    4. Would applying from U.S. embassy in Australia help?

Please suggest any other things that we could do to make her case stronger.

    Thank you!
