MIL B2 visa exper. at Hyd

Thanks to immihelp forums and immihelp.com, It was really very helpful for documentation preparation, learning others experience.
6 months back mother in law B2 visa got reject under 214 (B). My wife is only child. I was on (OPT) F1 visa, planning to invite for graduation cermony in dec. The question asked by VO[male] (it was in telugu, their was no translator):
1)Why r u going to US?
2)how many children do you have?
3)Do you have any property?
4)Then VO said, sorry I can not issue visa:

Then second time, she (MIL) attended on 26th April, 2010. She got B2 visa for 10 yrs. Now I am on H1 visa, The question asked by VO(female) (it was in telugu, This time their was telugu translator):
1)Why r u going to US?
2)What is your son in law doing?
3)How many children do you have?
4) How long your son in law and daughter staying in US? Do they settle in US?
5)Can you show me your daughters passport.?
6) Then she (VO) said you got visa, and passport will be send you by post.

what is an ideal answer for question #4?? if we already applied for GC, do the MIL need to tell that to VO ?? will our GC process be of concern to the VO?

What does it mean by " Visa got rejected under 214(B) " .. My mom is going for visa interview on 22nd july for tourist visa in Delhi. She has all her Docu. prepared as per immihelp (I knw its all ur best of suggestions) but I'am afraid if she will get her visa issued or not. I didn't understand the reason behind rejecting his (ngkhw2) MIL's visa ( no answer was given)..Also My mom understands English & can answer in it too but can she ask for translator even after she filled for English Language just to be more confident?? I have crossed my fingers..God help me plzzz
