Applying for B2 while H1 still Valid

Hello All

I am in a very peculiar situation and need your help in finding a solution to this

I am relocating back to India from US in next few weeks as my project is coming to an end.

However I will be required to visit US again as I need to get my passports stamped in Canadian embassy in New York as my application for Canada immigration has been approved.

For this,I am planning to apply for B2 visitor visa.Please advise:
a.whether I can apply for visitor visa(B2) while still being on H1
b.Can I apply for such visa while being in US?
c.is visiting Canadian embassy in New York for passport stamping a enough reason to get B2 visa?
