my mom got rejected

Hi There.. My mom went to embassy twice and she didn't get the visa. First time she went to Delhi and they asked her to show income tax documents.. Second time she tok an appointment in Chennai and she has gone with all documents. But they didn't give visa and they haven't seen any documents. Please let me know what shall i do for reapply..Thanks Arpitha.

She should only go to the consulate where she is eligible to go.

If rejected at one place, she should not try in another place. All of their offices are interconnected and they know about your visit to another consulate.

My mom went for visa in Delhijuly 2003 she didn't get the visa . after 2months Again she went to Chennai they rejected her visa.. Now weare planning to bring her here.My question is where she has to apply this time Chennai or Delhi?Actually she is from Andhra pradesh.Please help.
