B2 rejected 4x

I was denied b2 visitors visa 4x in Lagos.The last inview the visa officer asked various questions and told me to reapply as soon as my circumstances changes.That was 2019 May pls I want to visit my younger brother whois now USA citizen.I just want to pay him and his wife visit.Pls I need help here

Try to analyze what was the reason of denial earlier. Did you hide any truth? or tell lie? or any criminal background?

Once those things are resolved, then try to apply for the visa again.
