noc for b2 visa

My husband is on h1 visa and we want to sponsor b2 visa for my parents and my brother who is a college student in India. My mother is a state government employee. Can she appear for interview without NOC. will her visa be rejected if she does not have a noc. Also if she is granted the visa without showing noc will there be any problem at port of entry? Please let me know.
Also does she need to show her sanctioned leave letter at time of visa interview?

to get the NOC it would take 4-5 months but i want my parents to come much before that. i have heard of some people(gov employee) getting visa without showing noc. is it possible to try for the visa without noc.

There is always a possibility that people got visa without a particular document. That does not mean everyone will get it. If your parents are asked for it, and they don't have it, visa rejection.

Why would it take 4-5 months to get it?
