Expiring H1B. Can I apply for sponsorship.

Hi,
I am on H1 which is expiring by June mid. I have already applied for an extension and got the filing receipt.

At this point is it advisable to apply for visitor visa for my parents? I am not sure when I would get my approval notice. Is it safe to proceed on with the visitor visa. If so, will filing receipt be accepted as a supporting document or should I wait for the approval notice.
