visitor visa for parents

hello there
i would like to apply for my parents who are currently visiting my sister in qatar,
is it a good idea to apply for them in qatar? i hate them to go to chennai just for the interview,
how are the chances for success in qatar??
my mother is still working in india but father is retired,he can sponsor the visit and have properties in india to show ties, or have a sister in india too
please advise on applying in qatar us embassy v/s chennai
any success stories?? from middle east?

They need to apply in India, not in Qatar. If they apply in Qatar, they will surely get rejected because they can not prove strong ties to Qatar.
