taking visitors to mexico

Hi,

My parents are visiting us on a tourist visa. We are planning to make a trip to Mexico for 6-8 days. I have following questions:
1. Do they need Mexico Visa before going there?
2. Or do they need to get a tourist card after entering Mexico?
3. Do they need to surrender I-94?

Any help would be much appreciated.
